Supervisory inspections to review human resource development to be conducted in ten localities

HÀ NỘI — The National Assembly (NA) Standing Committee has announced that a supervisory delegation on the development and use of high-quality human resources will conduct direct inspections in ten localities, including Hà Nội.

On Tuesday, the Standing Committee provided feedback on the draft supervision plan and report outline of its supervisory delegation concerning the implementation of policies and laws on the development of the work force in order to meet the requirements of socio-economic development, especially in terms high-quality human resources.

Nguyễn Đắc Vinh, Chairman of the NA’s Committee for Culture and Education and deputy head of the supervisory delegation, stated that the draft supervision plan consists of six sections. These sections clearly define the objectives and requirements needed: the content, subjects and scope of supervision, the working methods of the delegation, the assignment of tasks to delegation members, the implementation schedule and the organisation of the supervision activities.

He proposed to focus on two basic groups of issues, including the development of human resources, particularly highly skilled resources and the use of these resources.

The supervision will concentrate on four main areas. This includes assessing leadership and the institutionalisation of the Party’s directives into policies and laws on the development and use of human resources, particularly high-quality human resources, to meet socio-economic development needs.

The delegation will evaluate the current state of employees, especially high-quality human resources, review achievements, limitations, causes and lessons learned in the development of employees and propose recommendations and solutions to effectively continue the work in the future.

The entities under supervision include the Government, the Ministry of Education and Training, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Home Affairs, the Ministry of Planning and Investment and several other relevant ministries, as well as the People’s Committees of all 63 localities and related organisations.

The supervisory delegation is expected to conduct direct inspections in ten selected localities.

The scope of supervision covers the implementation of policies and laws on the development and exercising of human resources, particularly high-quality human resources, to meet socio-economic development needs across the country through to December 31, 2024.

It is expected that at the August 2025 meeting of the NA Standing Committee, the supervisory delegation will report the results from the survey and submit a draft resolution for the Standing Committee’s review and approval.

During the discussion, NA Chairman Trần Thanh Mẫn emphasised that the supervisory delegation must thoroughly research the scope of supervision, especially the documents issued and implemented by the Party and the State.

This approach aims to provide a comprehensive overview of the current state of the country’s human resources, clearly assessing the scale, quality and structure of the work force in terms the current regional and global context.

The Standing Committee also suggested further reviewing and refining the focus of the four main areas of supervision as well as clearly identifying the key entities and subjects to be surveyed.

Regarding the supervision method, it was recommended that the supervisory and working delegations enhance the quality of their activities. This includes establishing regulations for inviting or hiring experts, who must be held accountable for their proposals and recommendations to the supervisory delegation. — VNS
