Schools asked to strictly implement tuition fees regulations

HÀ NỘI — The Ministry of Education and Training (MoET) has asked schools to strictly follow regulations on receipts for the school year 2022-23, which will begin in September.

In a letter sent to ministries, ministerial organisations, provincial and municipal people’s committees, and schools, the MoET said as the economy has begun to recover after the COVID-19 pandemic, management authorities must ensure schools have reasonable tuition fees and proper plans for any fee increases.

The MoET’s request is expected to ease difficulties for students and their parents, contributing to price stabilisation and ensuring social security.

The ministry also requires schools to have supportive policies related to tuition fees and textbooks for students, especially the ones in poor, remote, and mountainous areas.

Management agencies must improve inspection, and are responsible for explaining to students and the community about tuition fee levels, and avoiding overcharging fees, especially at the beginning of the school year.

As for textbooks, teaching aids, and equipment, localities must put information on their prices in public.

It is necessary to strengthen inspection and handling of violations, ensuring publicity and transparency on teaching materials prices.

The ministry stressed that as for school fees and other services serving education and training work, organisations must follow Decree No 81/2021/NĐ-CP issued on August 27 last year.

The decree included regulations on the collection and management of tuition fees and policies on tuition fee exemptions and reductions as well as supportive regulations for study expenses.

If schools and organisations meet any difficulties in implementing the decree, they must send letters to the MoET and the Ministry of Labour, Invalids and Social Affairs asking for instruction. — VNS
