HÀ NỘI — Prime Minister Phạm Minh Chính, head of the steering committee for reviewing and untangling knots in the legal document system, has chaired its first meeting.
Highlighting the requirements for the steering committee’s operations, PM Chính pointed to the need to form a supporting team led by a Deputy Minister of Justice and comprising of competent officials, experts and scholars.
On Monday, he clarified the political, legal and practical foundation for the reviewing and settling of the problems in the system of legal documents, stressing the requirement of overcoming the fear of responsibilities and faults, as well as stagnation among a number of officials and Party members during the implementation of the work.
Major objectives of the work include improving the investment and business environment, speeding up decentralisation and delegation of power, boosting administrative reform and ensuring rule-of-law socialist State. It also needs to contribute to realising the goal of maintaining macro-economic stability, reining in inflation, promoting growth and ensuring major economic balances, as well as major targets set by the 13th National Party Congress.
The PM said that the scale of reviewing and untangling knots in the system of legal document covers a number of laws that need urgent amendments.
After the revision, a law on the amendments to many laws will be built following shortened procedures and submitted to the National Assembly as soon as possible, he said.
The PM ordered leaders of ministries, sectors, agencies and localities to direct the building and perfecting of laws and institutions under the management areas.
Earlier the same day, the Government leader signed Decision No. 603/QĐ-TTg on the establishment of the steering committee, which aims to support the Prime Minister in researching, directing and coordinating activities to review and settle problems in the system of legal documents.
Along with directing ministries and agencies to promptly handling shortcomings in legal regulations that are pointed out in Government reports and summarising arising problems, the steering committee will push ministries, sectors and localities to review legal documents, especially the Law on State Budget, the Law on Public Debt Management, the Law on Public-Private Investment, the Law on Taxation and the Pharmacy Law, as well as documents guiding the settlement of problems.
The committee will give advice to the Government to submit proposals to the 8th session of the 15th National Assembly to consider and issue documents to deal with the problems.
The Ministry of Justice is the standing agency of the committee. — VNS
