HCMC wants to let 18-year-olds into casino


HCMC wants to allow Vietnamese from 18 years old to be able to play at casinos for the development of the nighttime economy.

The Ho Chi Minh City People’s Committee said in a proposal Tuesday that it wants casinos to be allowed in hotels of five-star rank and above, along with major tourist destinations as a trial.

Vietnamese from 18 years old, with full capacity for civil acts and enough financial capacity, should be allowed to play in these casinos, according to the proposal.

The move is deemed as a policy to promote tourism investments, especially for entertainment.

In the past, only foreigners can play at casinos in Vietnam. In 2017, Vietnamese from 21 years old were allowed to play at casinos as a trial. However, they must have a monthly income of at least VND10 million ($432.35) or be subjected to personal taxes of at least 15 percent.

HCMC is also proposing to the National Assembly to expand the list of countries with visa exemption, apply e-visa policies, and extend the temporary stay duration for foreign tourists from 15 days to 30 days.

To develop a nighttime economy, the southern city also suggested that the Ministry of Culture, Sports and Tourism issue policies regarding tax and fee incentives. Most notably, the city proposed for karaoke parlors, bars and dance clubs in tourism accommodation facilities with four stars and above to be open without time limit.

Currently, karaoke parlors and bars are allowed to be open from 8 a.m. to midnight the next day, while dance clubs can stay open until 2 a.m. the next day.
