Car driver faces attempted murder charge for ramming traffic police

A 20-year-old man is under investigation for attempted murder after he rammed two police officers at a traffic stop in the northern Ha Nam Province.

Pham Dinh Huan, a resident of Hanoi, was driving a four-seat car in the neighboring province of Ha Nam’s Duy Tien Town at around 8:30 p.m. on Dec. 15 as he was signaled to stop for random inspection by local police at a DUI checkpoint on Khanh Hoa Street.

Huan did not comply and accelerated the car instead.

The vehicle hit two officers trying to block the street, sending them to the sidewalk, before driving away.

Other officers chased after the vehicle, eventually stopping it and arresting the driver.

The two police officers hit only suffered slight injuries.

Security camera footage shows a car hitting two police officers in Ha Nam Province, Dec. 15, 2023.

Huan admitted to be under the influence of alcohol before driving the car and wanted to escape the DUI check.

Vietnamese law dictates that any amount of alcohol found in a person’s system while driving will result in his or her losing their license for a period of time. DUI penalties can include a fine of up to VND40 million (US$1,650) and a two-year license suspension, while those who cause accidents while intoxicated can face criminal charges.
