The Ministry of Public Security proposed to buy off information for the sake of dealing with traffic violations, at most for VND5 million ($200) per case.
Information that can be bought off for dealing with traffic violations includes photos and videos recorded by individuals, according to a draft on a decree for the management and use of fine money collected from traffic safety and order violations.
People can send these pieces of information to the traffic police department, where they will be verified and analyzed. Such a system is already available in countries like the U.S. and South Korea.
The draft decree proposes to let the force use 70-85% of the fine money, and 30% of the money gained from license plate auctions. During the 2018-2020 period, the percentage of traffic violation fine money used by the force was 70%, and later rose to nearly 80% in 2022 and 2023.
Besides the police, other units like the National Traffic Safety Committee, the Ministry of Transport, the People’s Committees and the People’s Councils, may also use 15-30% of the fine money.
The money would be used by the police to modernize infrastructure, vehicles and equipment for the maintenance of traffic safety and order. They would also be used for conferences and training sessions for the sake of maintaining traffic safety. In especially severe accidents, families of deceased victims may receive up to VND10 million as an aid, according to the proposal.
