PM urges public investment disbursement


Only 46.7% of public investment, or VND253.15 trillion ($10.55 billion) was disbursed in the first nine months of this year.

In terms of absolute numbers, the disbursement rose 16% against the same period last year, according to the Ministry of Finance.

“If we can’t disburse the money we have, it’s our fault,” Prime Minister Pham Minh Chinh said at an online conference on speeding up disbursement for public investment on Monday.

He requested clarification of responsibilities for the sluggish disbursement to have specific solutions in the last months of this year.

According to Deputy Minister of Planning and Investment Tran Quoc Phuong, there are 25 problems and shortcomings relating to the slow disbursement. They can be classified into three main groups, namely policies, mainly those on land, environmental resources, construction, and bidding, implementation, and specificity of the 2022 plan.

The prime minister said the main reason is that attention paid by ministries, sectors and localities has not been close enough, discipline has not been strict enough, and many leaders have not fulfilled their responsibilities.

This year, the public investment capital approved by the National Assembly exceeds VND526.11 trillion.
