National Assembly to discuss socio-economic plans, new personnel at fourth session


The fourth session of the 15th National Assembly will begin on Thursday, reviewing the year’s social economic results and making 2023 plans, as well as discussing and approving several bills.

In the morning, members of the National Assembly will listen to four reports, including the results of the social and economic development plan in 2022, the projected social and economic development plan in 2023 presented by Prime Minister Pham Minh Chinh. Chairman of the Economic Committee Vu Hong Thanh will verify the reports.

The National Assembly will also listen to the opinions and recommendations of voters and citizens in this session, along with the results of resolving voters’ petitions in the third session.

In the afternoon, the representative of the government will report to the National Assembly on the implementation of the state budget in 2022 and the plan for 2023; the project of the amended law on anti-money laundering; the draft resolution on piloting a number of specific mechanisms and policies for the development of Buon Ma Thuot of Dak Lak Province in the Central Highlands.

The National Assembly will hold a separate meeting at the end of the day to begin the process of dismissing the Auditor General Tran Sy Thanh as he has been assigned to a new position of Hanoi chairman; approved the dismissal of Nguyen Van The from his position as Minister of Transport upon his request. The process of dismissing as well as electing a new auditor general, and approving the appointment of the minister of transport and minister of health will be completed the next day.

The main economic and social discussion will take place on October 27 and 28. This is the time for delegates to bring out current major social and economic issues to discuss, comment and make proposals.

The questioning session will take place from November 3 to 5. General Secretary of the National Assembly Bui Van Cuong proposed six topics for questioning: internal affairs, construction, information and communication, science and technology, inspection and justice. The National Assembly Standing Committee will choose five, then the National Assembly deputies will decide on four topics to raise questions for the government members.

At the 21-day session, the National Assembly will consider and approve seven bills and three draft resolutions. These include the amended laws on petroleum, domestic violence prevention and control, inspection, medical examination and treatment, and money laundering.

The assembly will also give comments on seven amended laws, of land, consumer rights, bidding, prices, electronic transactions, cooperative operation, and civil defense.

The fourth session of the 15th National Assembly is scheduled to start on October 20 and end on November 15.
