NA urges specialised committees to focus on important complex laws on tax, electricity, investment

HÀ NỘI — National Assembly (NA) Chairman Trần Thanh Mẫn on Wednesday chaired a working session with the NA’s Economic Committee, the Finance and Budget Committee, and the Science, Technology and Environment Committee.

The meeting focused on reviewing the activities of these agencies since the beginning of the 15th National Assembly term and discussing key tasks from now until the end of the term.

NA leader Mẫn stressed that NA has undergone significant innovations, enhancing legislative work, supreme supervision and decision-making on important national issues in the half term of the 15th-tenure NA so far.

The three committees in particular have made great efforts to complete a large volume of tasks, meeting progress and quality standards for many difficult, complex and unexpected issues across all fields.

At the meeting, the delegates heard reports from Vũ Hồng Thanh, Chairman of the Economic Committee, Lê Quang Mạnh, Chairman of the Finance and Budget Committee and Lê Quang Huy, Chairman of the Science, Technology, and Environment Committee, on the activities of their agencies since the beginning of the 15th term.

According to the reports, the committees have assisted the National Assembly in deciding many important issues that have had a profound and comprehensive impact on the country’s socio-economic life, such as the revised Land Law, the revised Law on Credit Institutions, the revised Law on Bidding, resolutions on development plans, state budget estimates, annual central budget allocations and increased revenue allocation.

To date, the committees have completed 89 out of 109 tasks and items in the NA Party Delegation’s Action Programme, achieving 81.7 per cent. The Economic Committee and the Finance and Budget Committee have completed 11 tasks, while the Science, Technology, and Environment Committee has completed 10 out of 11 tasks.

NA Chairman Mẫn highly appreciated the efforts of the committees and asked them to prepare content for the NA and the NA Standing Committee, ensuring timely and high-quality submissions, especially reviewing and assessing draft laws presented at the upcoming plenary session.

At the same time, they should urge the government and relevant ministries to comply with regulations and ensure the quality of draft laws from the drafting stage. Regarding supervision duties, they must ensure compliance with regulations, especially for laws passed by the parliament.

He also underscored the need for fundamental innovation to improve the quality and efficiency of legislative activities, ensuring national governance by the Constitution and law, and meeting the requirements of international integration.

Important and complex legislative projects will continue to be revised, such as tax laws, electricity laws, state capital management and investment laws in enterprises, urban management and development laws, etc., Mẫn noted.

Recalling General Secretary, President Tô Lâm’s orders for socio-economic development tasks, which include focusing on removing difficulties and obstacles to create favourable mechanisms for businesses, including conditions for developing investment and business activities, promoting effective production and creating a positive atmosphere for businesses, the NA will direct the committees to proactively review the legal framework to identify inconsistencies and necessary changes that the Government should make, Mẫn said.

The Science, Technology, and Environment Committee should soon develop and complete documents to implement the 2025 NA special oversight delegation’s activities on: “The implementation of policies and laws on environmental protection since the Environmental Protection Law 2020 came into effect.” Though this issue will not be discussed until the 10th session, the work must still be started early due to the broad scope of the topic, which is of great concern to voters and the public, Mẫn said.

The NA Chairman reminded the Economic Committee to promptly complete the draft Report of the NA’s special oversight delegation on: “The implementation of policies and laws on real estate market management and housing development from 2015 to the end of 2023”, an issue of great concern to many businesses and the public.

He also assigned the Finance and Budget Committee to continue coordinating with the government and relevant agencies to study and advise on reforming the state budget decision-making process to ensure substantive and comprehensive implementation, gradually replacing the issuance of resolutions with laws on finance and budget. — VNS
