HÀ NỘI — Prime Minister Phạm Minh Chính has asked ministries, agencies and localities to drastically and effectively implement the socio-economic recovery and development programme and speed up the disbursement of public investment capital.
In dispatch No 126/CĐ-TTg signed by the Government leader on Saturday, he urged ministers, heads of agencies and chairs of people’s committees of localities to direct to drastically and effectively carry out set tasks and solutions. This focuses on synchronously and effectively implementing the COVID-19 prevention and control programme for 2022-2023 following the motto of safe and flexible adaptation and effective control of COVID-19 and ensuring safe production and business in line with new progress of the pandemic.
The PM also asked to build specific action plans to exploit tasks and solutions set by Government Resolution No 11/NQ-CP issued on January 30 on socio-economic recovery and development; to flexibly and synchronously manage and closely coordinate monetary and financial policies and other fiscal policies to contribute to stabilising the macro economy, curbing inflation, ensuring the safety of credit institutions and supporting socio-economic recovery and development.
It is also necessary to tighten management over sources of revenues, increase budget collection and use the State budget economically; and strengthen discipline and punishment and heighten the role and responsibilities of leaders, according to the dispatch.
Focus will also be placed on identifying the speeding up of disbursement of public investment capital as a key political task in 2022-2023, establishing a working group on promoting public investment capital disbursement at each ministry, agency and locality to regularly inspect and deal with difficulties and obstacles with a target of 100 per cent of public investment capital plan assigned for 2022 being fully disbursed while ensuring the quality of projects and effective use of capital. Violations, corruption and wrongdoings that hinder the disbursement of public investment capital will be strictly punished.
PM Chính asked for proactively reviewing and tackling difficulties for production and business activities, speeding up the roadmap to reduce and simplify administrative procedures and improve the investment and business environment; encourage innovation and digital transformation, digital economy, green economy and circular economy in connection with sustainable development.
In the first quarter of this year, the PM urged ministries, agencies and localities to focus on reviewing and building lists and the amount of capital assigned for each task and project of the socio-economic recovery and development programme for 2022 and 2023.
The Ministry of Finance was assigned to ensure enough financial sources for expenditure of the State budget and of the socio-economic recovery and development programme; and build and submit to the PM to issue a decision on granting loans for students to buy computers for online learning due to COVID-19.
The State Bank of Việt Nam was required to submit to the PM to consider and issue a decree guiding businesses, cooperatives and household businesses to get loan interest support and a decree on preferential credit policies for the implementation of national target programme on socio-economic development for mountainous and ethnic minority-inhabited areas.
The PM ordered the Ministry of Labour, Invalids and Social Affairs to submit to the PM for approval of a decision on supporting rent for workers at industrial and processing zones and key economic areas. — VnExpress News
