Online vehicle registration: a comprehensive guide

HÀ NỘI — Starting August 1, Vietnamese citizens can register new vehicles online, marking a milestone in the country’s digital transformation.

To register a new vehicle, citizens will need a Level 2 electronic identification account and follow a seven-step online process.

Step 1: Vehicle owners log in to their account on the Public Service Portal or VNeID app, fill in the online vehicle registration form and upload clear images of the vehicle (taken from a 45-degree angle from the front).

Step 2: Vehicle owners select a licence plate number from available options (if they have a designated or auctioned plate) or generate a new one through the Portal or VNeID app.

Step 3: Vehicle owners pay the registration fee via the payment utility on the Portal or VNeID app, using a code provided by either platform.

Step 4: Vehicle owners receive the notification confirming successful payment of the fee on the Portal or VNeID app.

Step 5: Registration officers process the data, reviewing and verifying it before transferring it to the management system. The officers then prepare the registration certificate and other relevant documents for authorised officials’ approval.

Step 6: Vehicle owners receive a notification of the registration application status via SMS, email or VNeID app. They then submit the vehicle’s factory quality inspection certificate through the Portal or VNeID app. The registration certificate and license plate will be mailed to them.

Step 7: Registration officers cross-reference the factory quality inspection certificate with system records, verify vehicle details and update the registration file. The officers also scan and upload relevant documents to the system.

Vehicle registration must be completed within two working days of receiving all required documents. For re-issuing number plates and registration certificates, the process takes no more than seven working days.

Provincial Traffic Police Departments are in charge of registering automobiles, tractors, trailers, semi-trailers, vehicles applying for auctioned number plates and other similar vehicles owned by Vietnamese citizens residing in urban areas within the province.

District-level Departments of Public Security are responsible for registering automobiles and motorcycles owned those residing in the district, except in cases where registration is handled by provincial or commune-level authorities.

Commune-level Departments of Public Security are tasked with registering motorcycles and mopeds owned by those residing in the commune. — VNS
