HCM City announces education development goals through 2030

HCM CITY — By 2030, HCM City aims to build a cutting-edge, contemporary, and globally integrated education and training system, becoming a high-quality education and training hub in Việt Nam and in Asia.

The municipal People’s Committee has approved an education development strategy from now until 2030, with a vision to 2045, aiming to ensure harmony between development and quality of education.

In this strategy, the city aims to build a learning-oriented society, encourage and create fair and favourable conditions for all people to have lifelong learning, train human resources to meet the requirements of economic – cultural – social development and international integration.

The city’s education and training industry is expected to reach the advanced level of the Asian region by 2030 and the world by 2045.

By 2030, about 60 per cent of public pre-schools, 80 per cent of public primary schools, 70 per cent of public secondary schools, and 50 per cent of public high schools will fulfil the national standards for infrastructure and classrooms.

Each district and Thủ Đức City will have at least two schools at each educational level to implement the high-quality programme.

The city plans to have at least ten high schools, including specialised ones, equipped with modern infrastructure and high-quality teaching facilities that meet the standards for high-quality educational institutions.

All schools are committed to adopting the smart school model, and there are initiatives to construct four new high-quality multi-level schools in Thủ Đức City and Bình Chánh and Củ Chi districts.

The city targets 100 per cent of primary schools and 70 per cent of secondary schools to implement two teaching sessions per day, and at least 80 per cent of high schools in each district and Thủ Đức City to adopt the two-teaching-sessions per day model.

About 80 per cent of high school students will communicate fluently in a foreign language, equivalent to level 3 of the foreign language competency framework.

All high school graduates are required to obtain basic information technology skills, with 50 per cent of students meeting international standards in computer literacy.

Each high school student is expected to be proficient in playing at least one art form or musical instrument and engage in regular practice in at least one sport.

The city is set to enact policies to attract skilled professionals and highly competent individuals to join public non-business units.

It will establish a professional, clean, dedicated, dynamic, and innovative team of officials and staff who possess a mindset for innovation and a strategic vision.

All preschool teachers are required to hold at least a college-level pedagogical degree, with over 85 per cent possessing a bachelor’s degree in preschool education.

For primary, secondary, and high school teachers, a minimum of a bachelor’s degree in education (or equivalent) is mandatory for 100 per cent of educators, and 40 per cent of high school teachers should have a master’s degree in their specialised field.

The city is committed to providing training and skill enhancement for 100 per cent of management officials, teachers, and staff, covering basic to advanced digital competencies.

Around 80 per cent of teachers are expected to meet level 2 standards in digital competency, aligning with the objectives of digital transformation.

And 60 per cent of teachers will be adept at communication and have the ability to access learning materials in a foreign language, corresponding to level 3 of the foreign language competency framework.

By 2045, about 20 per cent of public pre-schools are expected to ensure conditions for autonomy, and 10 per cent of them will implement the high-quality education programme. Around 80 per cent of public pre-schools are expected to meet national standards.

In vocational education, the city aims to meet the demand for a highly skilled workforce by 2045.

It targets to become a leading locality in vocational education in the country and the ASEAN region, while keeping pace with the world’s advanced standards, possessing outstanding competitive capabilities in training fields and industries. — VNS
