The French Agency for Development (AFD) and the Japan International Co-operation Agency (JICA) created the initiative responsible for the loan, the “Support Programme to Respond to Climate Change,” in 2009.

It has helped the Vietnamese Government develop responses to environmental issues, such as establishing energy efficiency targets for the steel sector and improving the energy efficiency of buildings in Da Nang City.
